State Invested $200 Million to Finance Low Cost Loans

In order for water to be purified for Dry Turkey Creek, water for the local wastewater treatment plants is cleansed using ultraviolet light. The Kansas Department of Health and Environment helped in financing for a $1,127 million loan for this new system which is new and third of its kind in the state. The sewer rates would not increase as what the wastewater plant superintend indicated for they already increased their prices just recently. A 750 gallon of water used to be 65 cents but now, it has increased to 95 cents.

The rate increase wasn't specifically for this project, but it was needed to generate extra revenue for improvements like this. The local wastewater treatment plant currently frees the water from solids and other dangerous bacteria by using a sludge purifying system. After a three step treatment process that is free from chemicals, the Dry Turkey Creek receives about 1.8 million gallons of water a day.

To further develop the quality of water in streams, the plant supervisor indicated that the Environmental Protection Agency should impose its standards a little higher for wastewater treatment plants. He even added that the water coming from them is contaminated. Chlorine, being a harmful chemical was used by them in the past. Before water is located into the stream, it undergoes the process of disinfecting by the ultraviolet light. In the system, long fluorescent bulbs which look like a series of ultraviolet lights are found according to him. The number of lamps to be used is 12 and 24 in normal conditions and in high wastewater flows respectively.

People get sick because of the pathogens which need to be eliminated by adding huge gallons of disinfected water into the stream thereby improving water quality. The county would sell their current small ultraviolet light after it is being used to treat the city's golf course for them to be able to buy a new one. Because of the expensive prices of the ultraviolet treatment system, the state grants loan programs for the communities to be able to afford these according to the information officer of Kansas Department of Health and Environment. Using the state revolving loan fund, two communities already bought ultraviolet treatment systems.

The debtor is given 20 years to finish the loan at a rate of 3.03 percent interest. To prohibit the production of microorganism's DNA chains, these systems use a unique type of wavelength of ultraviolet light. This process will stop their development which will kill them in the long run.

For it to operate, ultraviolet disinfection requires lesser employees and in addition, it is nontoxic but the cost for this is quite high. Employees are now safer for they will not anymore interact with chemicals such as chlorine. The Environmental Protection Agency was kind enough to give out $200 million as a start up for the loan program. For the city's wastewater treatment projects to be properly funded, the state invested that money by letting it gain interests. Because of the ultraviolet system's large size, the city commissioner assured that it will be able to handle future growth. On average, the community is able to dispose 1.6 million to 1.8 million gallons of waste a day as compared to the plant's capacity to hold up to 3 million gallons, according to him.

The new system they plan to buy will be a sizeable unit that can have room for the entire waste of the plant. The city with about 13,000 people is seeing steady growth to the north, according to him. In the future, if growth becomes a factor, it has plans to further expand its sewer infrastructure. Rates are not going to rise sometime in the near future. He said that rate charges increased in small amounts for growth to be taken into consideration and for increase to carry them into the future.
