Very expensive if you ask me.

Wouldn't it be better if you could get the financing you deserve based upon the merits of the project? Really thats the basis of the request for funding anyway, at least from this entreprenuers point of view. The matter at hand is to see if the project has merit enough to deserve an award, bot to see how many assets the entreprenuer has that we can take if he defaults.

It'd also easier to renegotiate a contract with a private party if something unexpected happens. you can count on something unexpected happening, in fact it is almost guaranteed. Just try to renegotiate with the bank or government to make adjustments. Not going to happen without going through the entire requalification.
